The Guardian reports on 19th July that the respected NGO security office considers that Nato's counter insurgency strategy is not showing any signs of succeeding amid rising violence, the unchecked establishment of local militias and a huge increase in attackes on private development workers across the country.  Civilian fatalities are up by 23%.
